Asterisk manager not running when card installed

I have installed a fresh install of 2.8.0.3 on a proliant. It installs fine and the manager process works when the card, a B410P Rev a is NOT installed. When it is installed the asterisk manager process does not run and i cannot make any config changes.

Maybe i'm being dumb but what am i potentially doing wrong?
