Call park issue

I got one complain from the customer today. When they make an outgoing call to outside, they can not park the call by ##70. If they received a call from outside, ##70 parks the call just fine.

The other thing, the users have to enter ## very fast. It needs to be done in half second. My customer site has serveral seniors, and they always have trouble to enter this double #. Is there a way to have asterisk to accept slower key entry?

So far I can only work around these two issues by telling the end users to use "transfer 70" instead for ##70. However, they are using Cisco phones. In the Cisco phones, they have to hit softkey "more" > " transfer", wait for the message "Transfer..." and enter 70 and wait for the message "71" and hit "Dial" to complete the call park. This is very complicate for the senior users. They always forget to hit that final "Dial" key.

I'm hoping I can find easier solutions.

Under General Settings-

Under General Settings- Asterisk Dial command options, make sure you have a T. This should allow the callee to transfer the call. I'm not familiar with the Cisco phones but you should be able to set the digit timeout.
