cannot repark calls or transfer after park pickup

Scenario.
Call gets placed on park by hitting ##70
announce 71
someone picks up call by dialing 71 send
that person cannot transfer, park, etc.

some related notes:
It works if I use hudlite to pickup the call.
I have in both my Asterisk dial command options and my Asterisk outbound dial command options the same Ttr
The problem also occurs with just tr in both command options

Any clues?

I am having the same problem

I am having the same problem at a customers site but not at our office. I have been looking through configuration files to try to find a difference but haven't found any yet. I have also been looking through the forums here and at freepbx.org for a solution and haven't found one yet. There are a few other posts of people with the same problem that I have found here but so far no one has come up with anything.

Did anyone figure out why this is happening?
