'an error has occured' instead of engaged tone?

If I dial another extension internally I get a message saying 'an error has occured' and then a dead tone. This happens on both extensions setup. I should get the normal engaged/busy tone, but I dont. Does anyone know what could be the cause? Everything else appears to be functioning properly.

Resolution: To resolve this I changed the call recording options for outgoing and incomming for both extensions to 'On Demand' from 'Always'. I now get an enaged tone instead of the message 'an error has occured'.
