Filtering calls to Different IVR

I use the blacklist to block calls once we know that they are from an unwanted sales call, but we still get a few through due to the number coming up 'withheld' 'unknown' 'anoymous' is there a way to pick these calls up so i can send them to a differnt IVR.

Looked at the above post, Nerd Vittles and privacy manager and all seam to do much the same, let the person phoning enter there phone number which could be made up. In the UK a person can unblock there number by dialling a 141 prefix, so i want to try and get any withheld numbers to got to an IVR saying 'Please ring back without withholding your number'
