Call breaks up during peak hours

We have already confirmed that there is more than enough bandwidth available during peak hours.
During peak hours (50 simultaneous calls) calls break up
Almost every call gets transcoded from g729 to g723 or ulaw to g723

Dual Xeon 3.0 GHz
2GB Ram

Top during peak looks like

Who is your service

Who is your service provider? How are you connected, point-to-point or through the internet? Are you sharing the connection with data, and do you have QOS installed on your network?

Which kernel are you running?
