How to restrict toll free number in current city

Hi guys;

I live in Toronto area and have 2 toll free numbers on my TrixBox CE 2.6.x, and what I want, if anyone call on toll free number from Toronto area , the message will play please dial the local number, is there any solution I can make setup with the trixbox.
