Our company currently utilizes a hosted VoIP provider. The provider is using Asterisk, is there a way I can use HUD lite locally on my network so I may manipulate calls?

Not unless you have direct access or someone on the server is willing to install it for you (not so likely).
It will not run without the hudlite-server installed.
