I've found mixed responses and I was hoping to get a up to date one based on either TB 2.6.2.3 or 2.8. Will Polycom Soundpoint IP 400's work using ONLY MGCP?

You could *try* to set up an MGCP extension in Asterisk (manually, there is no GUI for this) and attempt to carve out a config for those phones but I wouldn't waste my time unless you have hundreds of them. Your time isn't worth spending 2 weeks pulling out your hair only to get it wrong again for the 521972423497249823623th time. It looks like the Polycom 501 is the SIP equivalent to the 400, and those can be had for about $185 each with the PoE power cable. The 400 is also EOL as of 2005 and service/support will no longer be available for these units June 30 of next year.
I would start over.
