Custom Context Dial Plan working??

Dear All .
I have installed Custom Context module with the help of this Tutorial

and it also guide how to configure it.
But i don't understand how to Get restrict my user from making Mobile & PSTN Calls.
I have to Create Dial Rules in Custom Context to configure it Properly for MObile and PSTn and For Local

I Pakistan we have these Number Schme please guide according to it.

Mobile:
CountryCode+MobileCocde+Mobile Number
0092+300+xxxxxxx

PSTN

CountryCode+CityCode+Phone Number
0092+051+xxxxxxx

Please guide me how to Make Dialing rules used in Custom Context to block these calls.
its one week has been passed but i am still waiting.............
