Outbound pin for International Calls

I have seen similar threads in the Community Edition, but I wanted to know if the Call Center Edition had an easier way to configure this rather than going and adding code that doesn't make any sense to me.

Example: Jane at location 1 needs to call England. When she dials local or nationally, she should be able to, no problem. When she dials 9011 as the prefix, it should ask her for a PIN to enable the call out.

Thoughts?

And before before anyone asks, I have checked the helpfile and found it, but it references pictures that aren't available.
