Unconditional Call Forward to VIOP: What does this setting do?

I have a Grandstream 4108 Gateway running Program 1.0.1.25

Can someone tell me more about what this setting does? The manual says: "This is an extremely important setting to make sure incoming PSTN calls are picked up and forwarded to the correct VOIP destination."

Is this taking the place of of having the phone company roll the line over to VOIP when the line is busy or is this something else totally?

I've noticed that if I don't have a phone number in this setting that I'm not able to make the phone work but I don't understand exactly what this setting is doing.

This is a guess

I would have thought that this setting would just allow you to send all incoming calls on the FXO ports to the IP address of your trixbox server or the SIP trunk that links the gateway and the trixbox server. The trixbox server should be your "VOIP destination" for all incoming calls if you want the trixbox IVR to decide what calls go where.
